I have also sanctioned the employment of Mr. Louis Gutierrez as temporary Clerk in Mr. Cleverly's office at $75 per month; the appointment to date from the 16th instant. I am satisfied that this appointment is necessary. No better proof of it can be given than the fact stated by Mr. Cleverly that he has been obliged, since the disallowance of the Clerkship on Mr. Wilson's arrival, to continue the officer out of his private resources for the execution of public duties.
I have also agreed to Mr. Cleverly's recommendation of an allowance of $12 per month, from the 1st instant, for Mr. Prestage, the overseer of Coolies at Stone Cutters Island works.
With these additions, which I trust will meet Your Grace's approval, I consider that all the works in progress, and projected, in this Island, and also the new works at Stone Cutters Island, should be efficiently supervised; but I agree with Mr. Cleverly that a small resident Staff will be necessary for Kowloon, when works of any magnitude are determined upon.
